A agricultura, nomeadamente o cultivo da vinha, esteve desde sempre ligada à economia do concelho e tem sido uma atividade e uma tradição transmitida de geração em geração. O concelho tem uma área de 60 km² e cerca de 4500 habitantes. O território do concelho ocupa a totalidade da ilha Graciosa e seus ilhéus. Graciosa é a ilha mais a norte das cinco que compõem o Grupo Central do arquipélago dos Açores. É a ilha menos montanhosa do arquipélago dos Açores.
